The room remained quiet despite Damon’s comment, as no one stood nor stretched.

They all knew better now.

Damon nodded once and continued, tapping the interface again.

The screen split four ways.

Damon began with the top-left quadrant:

"To fuel all the infrastructure I’ve just spent the last hour outlining, we need startup capital. So here’s how we’ll do it."

He brought up two vertical bars: National Contribution Pool and Private Investor Pool.

"All nations joining the Economic Unity Treaty will be required to pledge an initial investment into the Human Treasury in Essence Coin equivalents. You don’t need actual EC, just resources, assets, and projected output. These will be converted and valued fairly by an Intion-administered ledger."

He tapped again, and the bars expanded into colored segments which showed land value, Chaos mining projections, Awakener count, resource richness.

"This ensures we can raise galactic credit and back planetary development loans. Countries that pledge more get faster access to major projects like portal hubs, starship yards, and advanced technology."

President Liang raised a brow. "And the private sector?"

"They can invest through registered corps, guilds, or foundations. All investments above the base threshold of 100,000 Essence Coins give voting power on the Public-Private Infrastructure Board, subject to Embassy audit."

Damon smiled lightly. "Yes, even billionaires can complain, legally of course."

He got a few amused smirks for that as he moved to the next section.

[Awakening Agent Production & Quota Allocation.]

The image of a greenish-blue capsule filled the screen again.

"These are rare, expensive, and non-replicable. Made from Chaos Essence, each one requires intense processing and oversight by the Universe Will. We currently have a baseline cap of 500 agents per year for the species."

He paused. "The IUAS will sponsor 100 of those yearly that are randomly distributed and free."

Several delegates straightened, with nothing resembling smiles on their faces.

"The remaining 400? We produce them ourselves from taxed Chaos Essence. These will be divided based on three factors." Damon said as he gestured to the screen again.

He glanced up. "This isn’t charity, it’s meritocracy. If your nation wants more agents, mine more Chaos, earn more EC, and push deeper into the Essence system."

Prime Minister Lily Greaves asked sharply. "What’s stopping someone from hoarding Chaos Essence privately to make their own?"

Damon tapped again and a flashing warning popped up:

"That’s a mandatory 50-year Chaos Realm sentence for the violator’s entire mining institution. It’s not worth it." Damon said simply.

Silence again.

He moved to the third quadrant.

"The IUAS will offer civilizational aid in the form of subsidies for technology, terraforming rights, Essence Lab blueprints, even galactic transport links, but only if we structure distribution fairly."

A three-tier system appeared:

Tier 1 Nations – High output, high compliance. Eligible for direct subsidies and shared Awakening Agent overflow.

Tier 2 Nations – Mid-tier compliance. Receive periodic tech blueprints and economic buffers.

Tier 3 Nations – Non-compliant or non-participating. No access to tech, agents, or galatic-linked trade routes.

"Every nation can rise or fall in tier annually. This prevents stagnation, rewards progress, and protects smaller countries from being steamrolled by early powerhouses." Damon explained slowly.

President Eloise Thierren gave a slow nod. "And it forces effort."

"Precisely." Damon nodded.

He tapped the final panel.

[Essence Coin Exchange Integration – Conversion Rate Structures.]

A list of major fiat currencies appeared beside a glowing Essence Coin.

"We will not abolish national currencies because people need local systems. However starting immediately, all local currencies will be tethered to a floating exchange rate set against the Essence Coin, recalibrated weekly via the Essence Treasury Index." Damon explained calmly.

That got attention fast.

"Currency manipulation will no longer be effective. If your economy collapses in local terms, so does your EC-buying power. This will force discipline and block inflationary abuse." Damon said as he glanced at the USA’s side askance.

President Rourke muttered something under his breath as all eyes turned to his group.

Damon ignored the fellow and kept going.

"Conversion services will be run through verified gateways, and local EC banks will be opened in each capital city. Every trade over a set threshold will be recorded in the Economic Chain Ledger and backed by a minimal Essence tax."

Damon gave a small smile.

"Yes, that includes black market trades too."

That got a couple chuckles, but also grimaces, especially from the South American side.

Then Damon folded his hands and stepped back from the podium.

"This ends the economic section. You now have the regulations, protocols, and frameworks for every major function: trade, labor, currency, and development."

He turned to the screen, tapping once more.

A new banner unfurled slowly, this one subdued but somehow heavier than all the others.

Damon looked back to the room.

"This... will be the hardest part."

Damon didn’t jump into the next topic with the same speed, instead he let the weight of the banner settle across the chamber first.

Then he exhaled once and began.

"When the IUAS first made contact, many of us expected the world to fracture and for religions to revolt. ’The end times are coming, do whatever you want!!’ sort of thing."

Damon shook his head. "As in fictional predictions, entire faith systems were to collapse, but that... didn’t happen. At least not the way we thought."

He tapped the screen, which began to cycle through images of mosques, churches, synagogues, temples, sacred sites across the globe, each one filled beyond capacity and not with chaos.

With prayer.

"What we saw instead was something... unexpected." Damon muttered with slight awe himself.

A slide showed a statement from the Vatican, then another from Al-Azhar University, then a televised sermon by a South Korean megachurch pastor.

"All the major monotheist religions—Christianity, Islam, Judaism—responded quickly, and not with panic, but with adaptation. Many of their leaders declared the Universe Will to be proof of the divine, not a challenge to it."

He turned to face the chamber. "To them, the IUAS is not replacing God, it’s simply the cosmic administration beneath Him, or Her... or It. The details didn’t matter."

A ripple of solemn nods came from several delegations like Egypt, Israel, Nigeria, even parts of Latin America.

"Evangelicals declared it the fulfillment of prophecy, Shia scholars argued it confirms the return of Mahdi, Jewish mystics saw it as the beginning of a new covenant while The Catholic Church held a closed-door synod and emerged with a single message: ’We are not alone, and we were never meant to be.’"

He paused, letting the implication settle.

"They didn’t fracture, they flourished."

Then Damon’s tone darkened slightly.

"But the trouble... came from somewhere else."

The next slide wasn’t peaceful. It was tragic headlines featuring burned archives, bombed research labs, televised suicide notes, Essence instance zones being stormed by radical mobs.

"It was atheist enclaves, non-deist communities, and satanist or anti-theist movements that erupted. Not all of them, but enough."

He gestured again, bringing up footage.

"You see, for many of these groups, the concept of the Universe Will was not proof of higher meaning, it was an existential threat to their entire worldview. For years they fought the idea of a creator, of fate, of divine structure. Then they were shown evidence of a cosmic consciousness that assigns power based on your ’potential’ and punishes by sending you to a dungeon where you dig for meaning."

Several leaders winced in response to Damon’s bluntness, wondering why he dared to talk about the Supreme Being, the Universe Will, like that.

Damon did not realize his jarring behavior as it was normal for him. Rather, he went on. "These fellows didn’t just protest, they rioted by sabotaging Essence AR instance nodes and hacked into government interfaces. Some even attacked public areas and burned developing areas were nuclear technology was being implemented."

He tapped again, now showing government responses, detainment logs, even suicide cult manifestos.

"In three months, anti-deist groups have been responsible for more internal destruction than any rogue state or awakened criminal. Not because they’re evil... but because they’re unhinged and untethered."

He looked around the room slowly. "They lost their meaning, and in a world where you can grow stronger by forging along in your path, losing your sense of purpose is a death sentence."

Silence.

Damon continued, voice steadier now.

"Of course, not all atheists reacted violently. Many adapted really well, some of them better than the believers, but the most dangerous radicals weren’t religious extremists this time... they were ideological orphans. People who believed life was random, only to be told the cosmos runs on mining karma."

He brought up a last screen.

[Stabilization Recommendations – Cultural Moderation in an Awakened World.]

Establish Interfaith and Non-faith Councils to discuss belief in the context of awakening and the Universe Will. Ban ideology-based violence in Essence related zones, regardless of motive. Create psychological support frameworks for those whose worldviews collapse post-awakening. Allow localized spiritual expression, but restrict missionary activities within AR instances or Chaos Realm deployments. Track extremist networks that interpret the Universe Will as either demonic or nihilistic.

"I am not here to enforce belief, but I am here to protect civilization." Damon looked directly at several leaders now, especially those with deep religious divides or fractured histories.

"If your people must fight over ideas, let them do it with words, not violence."

He stepped back, hands behind his back again.

"The age of power is here and if we don’t guide belief into coexistence, it will collapse into fundamentalism, and then into genocide."

He glanced at the council. "We’ve been given the ability to evolve as a species, but evolution without guidance is just chaos in slow motion."

The chamber was still. All world leaders and representatives were pensive, their postures thoughtful while their actual thoughts were very grim.

Damon gave one final nod seeing that they understood the stakes and tapped the air once more.
