Because the gods were limited to what they could see, they could not conceive of matter in the way of atoms and molecules.
But Louie was different, he not only possessed knowledge from Earth, but also had access to knowledge from a higher civilization. In his divine kingdom, he could modify laws at will, so that the Hall of Order could be closer to Earth’s universe, thus enabling Louie to create items that have both magical and scientific properties.
