Chapter 124 -12: Balmore_2
The abnormal prosperity of Bruce Fortress surprised both Zip and Lafayette, who followed Komer. Such a fortress-like place, surrounded only by forest without any production, was home to as many as 20,000 people. This situation was extremely rare across the entire Blue Continent. However, Komer soon explained the reasons behind this to them. The fortress commander Balmore came out to greet them with a sincere smile, like that of an old friend who hadn’t seen each other for a long time. Although Komer knew this man was quite complicated, he was still pleased with the enthusiasm he showed.
Balmore, too, looked at the three men before him with a complex mood, realizing that the young Baron Lord seemed to have changed a bit more since leaving Bruce to head to Jazair over a month ago. Could it be true that a Mage really had such great divine power, able to keep himself in a state of constant improvement? It was not until the Double-headed Dragon’s failed return that Balmore learned this Lord in front of him was actually a Mage, and not just any Mage, but one who had cast two Large-scale Fire Magic spells in one breath, burning dozens of people to death. Balmore couldn’t connect the horrific scene with the pale-faced, calm-eyed young lord before him, but the facts were as they were. The terrified expressions of the two messengers when they spoke of the situation still vividly lingered in Balmore’s mind.
But what about the orders dispatched by Duke Philip? Silently taking care of Baron Your Excellency wasn’t going to be an easy task. Not to mention that he was a Mage, but his status as a Caucasus Lord made it even more risky for Balmore to act. Should he fail, the Star Chamber of the Kingdom would likely send him straight to the gallows. As for Duke Philip, Balmore was very clear that he probably would kick him when he was down and have him executed as quickly as possible to keep him from talking.
Assassination? That option would still only be feasible on the road from Leon to Caucasus. Otherwise, if something happened in Bruce, there was no way for Balmore to escape being implicated. But would the assassination succeed? The people in Leon had been scared out of their wits and would certainly not involve themselves in such matters again. Finding someone willing to take on this task while ensuring absolute secrecy was indeed very difficult.
After some cordial small talk, as per usual, Balmore invited the three to sit in his Reception Hall at the fortress. While Balmore was pondering how to handle the difficult situation before him, on the other hand, he was also keen to understand what kind of person the young lord really was, as the previous two encounters obviously hadn’t given Balmore a clear view of the man beneath the friendly facade.
“Baron Your Excellency, you’ve really taken on a big task this time, accepting so many Refugees. The population of Caucasus is about to catch up with the Leon Region.”, Balmore said as he warmly gestured for his guests to try his coffee, complimenting them with a smile.
“Ha, Commander Balmore, you jest. How could Caucasus compare to Count Boninski’s Leon? Leon is famously mining-rich in the Kingdom, with coal mines everywhere and iron mines aplenty. The difference is that Leon needs slaves, but this group of people from our ally nations are Free Citizens with legitimate citizen rights. Otherwise, I’m sure Count Boninski would have snatched them up.”
Komer shot a glance to his two representatives, who politely explained on his behalf.
This Balmore before him was very complicated. Although last time Komer passed through the Leon Region, this man presented himself as if he were bidding farewell, Komer’s intuition still made him realize that the bandits of Leon definitely had intricate ties with Commander Balmore. But just how deep Balmore’s relationship was with the old Duke Philip, Komer could not be certain. Like last time he passed through Leon, if Commander Balmore had really wanted to kill him, Komer and his entourage would have had no chance of escape.
“Your excellency, Baron, is right. Free citizens have legitimate rights, and no one can deprive them of those rights. However, the basic conditions in the Caucasus are poor, and with so many refugees entering the Caucasus all at once, it’s uncertain whether the region can handle them. I noticed Mr. Caffrey and some of his friends have brought a good deal of daily necessities into the Caucasus, but I’m still worried there might be problems with so many people.”
Balmore did not hide his concerns. After all, Bruce Fortress was a crucial passageway guarding the southern part of the Homer region. Given the worsening situation in the Leon Region, just a few days ago, Grand Duke Philip had sent an additional five hundred soldiers to help strengthen the defenses at Bruce. Whether it was to assist him in dealing with the current situation with the Baron or to prepare for potential trouble from the south, Balmore couldn’t be sure. One thing he was certain of, though, was that it definitely involved his Lordship, the Baron.
“Thank you for your concern, Sir Balmore. I believe my Administrative Officer has already made many preparations in advance, and the Central Kingdom has placed significant importance on this matter. Duke Tez has even gone out of his way to ensure the refugees’ safety by speaking with the lords along the way. Netherland, Naples, and Medea have also allocated special funds to purchase enough food to ensure the refugees can safely make it through this winter. Fortunately, our winters in the Caucasus are not too harsh, and whether in tents or wooden houses, we should be able to cope. However, with so many refugees needing to pass through Leon to enter the Caucasus, Sir Balmore must have received Grand Duke Philip’s instructions, relayed from the Kingdom’s Ministry of the Interior, requesting you to dispatch soldiers to escort the refugees safely through the Leon Region.”
Truth be told, Komer did not actually believe the Leon Gang would attack these passing refugees since they were numerous and mostly didn’t possess anything of value, but to prevent any potential issues before they arose, he still hoped that the other party would provide protection, even if it came at a certain cost.
“Of course that won’t be a problem. The Duke has already instructed us, and we will guarantee the safe passage of the refugees. May I know when your excellency, the Baron, will return to the Caucasus – will you be traveling with the refugees or going ahead on your own?” After beating around the bush for so long, Balmore finally got to the crux of the matter.
“Oh, Sir Balmore need not worry about that. We three will be returning to the Caucasus very soon. I’ve just arranged to hire mercenaries in Ugru to inform them to come to Bruce to collect us. Although I don’t have much, these two friends of mine have quite a lot of belongings.”
Komer’s reply left Balmore with mixed feelings of disappointment and relief. He didn’t want to take actions he wasn’t sure of, and the Duke’s command also required certainty before any action; if there was no such certainty, it was better not to act at all. In this case, it seemed that it wasn’t quite right to proceed.

Subconsciously, after the last unsuccessful attempt to use the Leon Gang to deal with his opponent, Balmore had the feeling that this Baron was no simple character and that trying to deal with him would likely bring about his own demise.
As he watched a procession of stout and spirited soldiers escort a group across the floating bridge and away into the distance, Balmore, standing at the head of the bridge, had a complex expression on his face. The receding figures seemed to grow taller and even more profound. Whether letting him go this time was the right or wrong decision, how to explain to the Duke, and what exactly was on his mind, Balmore couldn’t say for sure. But one thing he was clear about: he did not wish to face such an opponent.
